What is DUMB in the Indian world? –

Ito ang nakasulat: “Event for help Deaf & Dumb and Handycaped People”. For Americans nowadays, if you say dumb to a person, this is offensive. Palagay ko, ganun na din sa Pinas. I know they used this to mean “mute” (as in deaf and mute). Today, it just means, conspicuously unintelligent or stupid guy.

They still use this in the U.S bro. Even in the news. "Deaf and dumb girl found". It all depends on how you use this word. Just to let you know.
